الأمم المتحدة تعلن وضع نهج جديد للقضاء على الاستغلال والانتهاك الجنسيين

قدم الأمين العام للأمم المتحدة أنطونيو غوتيريش تقريرا إلى الجمعية العامة حول التدابير الخاصة للحماية من الاستغلال والانتهاك الجنسيين والنهج الجديد لمواجهة تلك الآفة

وكان الأمين العام قد أنشأ في أول أسبوع له في المنصب فرقة عمل رفيعة المستوى كلفت بوضع نهج جديد طموح لمنع ومواجهة الاستغلال والانتهاك الجنسيين من جانب الذين يعملون تحت راية الأمم المتحدة

ويعرض التقرير، الذي قدمه غوتيريش لتنظر الجمعية العامة فيه، استراتيجية “محور تركيزها الضحايا وجذورُها الشفافية والمساءلة وضمان العدالة”. وترتكز تلك الاستراتيجية على أربعة مسارات

أولا، إعلاء حقوق الضحايا وكرامتهم فوق كل شيء. ثانيا، التركيز على إنهاء إفلات المدانين بارتكاب الجرائم والانتهاكات من العقاب. ثالثا، الاستفادة من حكمة وإرشاد جميع المضرورين والمجتمع المدني والمجتمعات المحلية والجهات الأخرى لتعزيز جهودنا وتحسينها. رابعا وأخيرا، إذكاء الوعي وتبادل أفضل الممارسات لإنهاء هذه الآفة

Press Release: The Secretary-General’s Report on Special Measures for Protection from Sexual Exploitation and Abuse: A New Approach

New York,  9 March 2017: The Secretary-General today released his report on Special Measures for Protection from Sexual Exploitation and Abuse: A New Approach for consideration by the General Assembly.

During his first week in office, in January 2017, the Secretary-General established a diverse High-Level Task Force, led by his Special Coordinator Jane Holl Lute, to develop as a matter of urgency a strategy to achieve visible and measurable improvements in the way the Organisation prevents and responds to sexual exploitation and abuse.

“Such acts of cruelty should never take place.  Certainly no person serving with the United Nations in any capacity should be associated with such vile and vicious crimes,” said the Secretary-General in a video message. The report emphasizes that sexual exploitation and abuse is not exclusive to the peacekeeping forces, but can occur within any Organization just as any other part of the United Nations. It is therefore imperative that the United Nations addresses this problem through a system-wide approach.

The UN Secretary-General’s message on International Women’s Day, New York, 8 March 2017

Women’s rights are human rights. But in these troubled times, as our world becomes more unpredictable and chaotic, the rights of women and girls are being reduced, restricted and reversed.

Empowering women and girls is the only way to protect their rights and make sure they can realize their full potential.

Historic imbalances in power relations between men and women, exacerbated by growing inequalities within and between societies and countries, are leading to greater discrimination against women and girls. Around the world, tradition, cultural values and religion are being misused to curtail women’s rights, to entrench sexism and defend misogynistic practices. Continue reading

Global Call for nominations for the Pool of SRSG and DSRSG positions in UN field missions

The United Nations Secretariat has launched on 16 February 2017 a Global Call for nominations for generic positions of Special Representative of the Secretary-General (SRSG) and deputy Special Representative of the Secretary-General (DSRSG) for rule of law and/or political. These 59 senior leadership positions are located in the 29 United Nations field missions currently deployed across the world.

In order to ensure a wide and diverse pool of candidates for these high level positions, the UN is opening a call for nominations to supplement the Secretary-General’s own search and consultations. The Secretary-General has pledged to advance gender parity within the Organization and particularly at senior level. Nominations of women candidates are therefore strongly encouraged.

Roles and Responsibility of SRSG/DSRSG

The Special Representatives of the Secretary General and their deputies also serve as Head/deputy Head of mission. SRSGs report directly to the Secretary-General through the Under-Secretary General of the Lead department (i.e. DPKO or DPA). They are expected to:

  • Develop a shared vision for fulfilling the Security Council mission mandate and set the strategic direction to achieve the goals and objectives relevant to that vision;
  • Represent the Secretary-General and provide good offices on his behalf to resolve conflict, facilitate negotiations, foster peace and build confidence among parties;
  • Serve as Head of Mission and be responsible for the executive management of the mission’s resources and administration; as well as for building a mission culture of accountability, integrity and respect;
  • Establish and nurture close working relationships with key national, regional and international interlocutors, including regional organizations as relevant;
  • Speak on behalf of the UN and provide overall leadership to the comprehensive UN engagement in the host country, ensuring that its actions are guided at all times by international human rights standards;
  • Promote and monitor the implementation of Security Council resolutions on Women Peace and Security and ensure the mainstreaming of gender throughout operational activities;
  • As Designated Official (DO), ensure the safety and security of staff of the United Nations in the mission area.

Reporting directly to the SRSG, the Deputy Special Representatives of the Secretary-General (DSRSG) are responsible for providing overall vision and leadership to the strategic planning and the implementation of programmes under the political and/or rule of law pillar(s) in missions. Refugees fleeing conflict and persecution are entitled to protection, United Nations Secretary-General António Guterres said today, expressing concern at decisions around the world that have undermined the integrity of the international refugee protection regime.

On my way back from Ethiopia, the largest refugee-hosting country in Africa that for decades has been keeping its borders open to hundreds of thousands of refugees from its neighbors, many times in dramatic security situations, I want to state the following:

رسالة الأمين العام للأمم المتحدة بمناسبة اليوم الدولي لإحياء ذكرى ضحايا محرقة اليهود، ٢٧ كانون الثاني/يناير ٢٠١٧

إننا نكرِّم اليوم ضحايا محرقة اليهود، تلك المأساة التي لا مثيل لها في تاريخ البشرية.

         ومن واجب العالم أن يتذكر أن تلك المحرقة كانت محاولة منهجية لاستئصال الشعب اليهودي وأعداد كبيرة جدا من الأشخاص الآخرين.

         ومن الخطأ البِّين اعتبار محرقة اليهود مجرد نتيجة لجنون مجموعة من النازيين المجرمين. بل على العكس، لقد كانت المحرقة تتويجا لآلاف السنين من كراهية اليهود واتخاذهم أكباش فداء والتمييز ضدهم، وهو ما نسميه اليوم معادة السامية.

         وإنها لمأساة أن نشهد حاليا استمرارا لازدهار معاداة السامية رغم انعقاد عزمنا على دحرها. كما أننا نشهد تصاعداً مفزعاً للتطرف وكراهية الأجانب والعنصرية وكراهية المسلمين. وبِتنا نشهد مجدداً ظهور اللاعقلانية والتعصب. Continue reading

Today, we honour the victims of the Holocaust, an incomparable tragedy in human history.

The world has a duty to remember that the Holocaust was a systematic attempt to eliminate the Jewish people and so many others.

It would be a dangerous error to think of the Holocaust as simply the result of the insanity of a group of criminal Nazis. On the contrary, the Holocaust was the culmination of millennia of hatred, scapegoating and discrimination targeting the Jews, what we now call anti-Semitism. Continue reading
